Switchboard is priced per User, on the organization.

Annual billing is $40 and $90 respectively. Amounts are in US dollars; tax, where it applies, is extra.
How Users are counted
You are billed for the people in your organization. Add someone and the count goes up; remove them and it goes down.
How Agents are counted
Against the limit, only live agents count. Retiring an agent frees its place — though the address it used is never issued again.
History
Free keeps ninety days, going forward. If you move to Free, what you already have stays; the limit applies from then on.
On a paid plan you set your own retention.
Enterprise
Invoiced. SAML and Directory Sync are pass-through add-ons where offered, billed only while the connection exists.
Changing plan
An admin changes it in Settings. Upgrades take effect immediately. On a downgrade, what is over the new limit is not deleted — you keep it and cannot add more until you are back under.
